If Satan was kicked out of heaven, how can he accuse us before God?

It’s a sharp question: if Satan was cast out of heaven, how is he still in God’s presence accusing believers? Scripture answers it.

The short answer

Satan lost his place and position in heaven when he rebelled, but Scripture shows that God still permits him to appear before Him, as he did in Job’s day: “One day the sons of God came to present themselves before the LORD, and Satan also came with them” (Job 1:6). He comes by God’s permission, not by right. Revelation describes a coming day when he is thrown down to earth for good, and heaven rejoices: “the accuser of our brothers has been thrown down” (Revelation 12:10). His final end is the lake of fire (Revelation 20:10).

Satan had to ask permission about Job

When Satan appeared before God, God pointed out His servant Job, and Satan accused Job of serving God only because he was blessed. Satan couldn’t touch Job without God’s permission, and God set the limits: “do not lay a hand on the man himself” (Job 1:12). Even when Satan accuses, he answers to God.

Three stages of Satan’s fall

He fell from his position when he rebelled (Isaiah 14:12; Luke 10:18). He still roams the earth and accuses, by God’s permission (Job 1:6–7; 1 Peter 5:8). And he will be thrown down completely, then finally cast into the lake of fire (Revelation 12:9–10; 20:10).

Why God allows it for now

Scripture doesn’t explain everything, but it shows that God uses even the enemy’s accusations to display His grace and the faithfulness of His people, as He did with Job. And every accusation against a believer runs into Jesus, our advocate (1 John 2:1).

What the Bible says

  1. 01

    Satan before God.

“One day the sons of God came to present themselves before the LORD, and Satan also came with them. “Where have you come from?” said the LORD to Satan. “From roaming through the earth,” he replied, “and walking back and forth in it.” Then the LORD said to Satan, “Have you considered My servant Job? For there is no one on earth like him, a man who is blameless and upright, who fears God and shuns evil.” Satan answered the LORD, “Does Job fear God for nothing? Have You not placed a hedge on every side around him and his household and all that he owns? You have blessed the work of his hands, and his possessions have increased in the land. But stretch out Your hand and strike all that he has, and he will surely curse You to Your face.” “Very well,” said the LORD to Satan. “Everything he has is in your hands, but you must not lay a hand on the man himself.” Then Satan went out from the presence of the LORD.”

    Job 1:6–12
  2. 02

    The accuser thrown down.

“And the great dragon was hurled down—that ancient serpent called the devil and Satan, the deceiver of the whole world. He was hurled to the earth, and his angels with him. And I heard a loud voice in heaven saying: “Now have come the salvation and the power and the kingdom of our God, and the authority of His Christ. For the accuser of our brothers has been thrown down— he who accuses them day and night before our God.”

    Revelation 12:9–10
  3. 03

    Fell like lightning.

“So He told them, “I saw Satan fall like lightning from heaven.”

    Luke 10:18
  4. 04

    Prowling like a lion.

“Be sober-minded and alert. Your adversary the devil prowls around like a roaring lion, seeking someone to devour.”

    1 Peter 5:8
  5. 05

    His final end.

“And the devil who had deceived them was thrown into the lake of fire and sulfur, into which the beast and the false prophet had already been thrown. There they will be tormented day and night forever and ever.”

    Revelation 20:10
  6. 06

    No charge will stand.

“Who will bring any charge against God’s elect? It is God who justifies. Who is there to condemn us? For Christ Jesus, who died, and more than that was raised to life, is at the right hand of God—and He is interceding for us.”

    Romans 8:33–34

Scripture from the Berean Standard Bible.

One thing to do today

When you hear accusing thoughts, ask: has this been confessed and forgiven? If so, answer it with Romans 8:1.

Common questions

Is Satan in heaven right now?

He no longer holds his former place, but Scripture shows he can still appear before God by permission until his final casting down.

Can Satan accuse me if I’m forgiven?

He can try, but there is no condemnation for those in Christ (Romans 8:1). Jesus has answered every charge.

Does Satan have power over believers?

Only what God permits, and never the power to take you out of His hand (John 10:28).
